and In furtherance of the supreme national interest,
The Constitutional Interregnum Authority hereby declares:
- The Council of the Republic of Tunisia is hereby established as the nation's supreme constitutional and sovereign body.
Under Article Two of Law 47 of 2018, the Council will work to strengthen democratic institutions while upholding the rule of law, ensuring good governance, maintaining transparency and efficiency, protecting public integrity, managing state resources responsibly, and exercising oversight and accountability when applicable.
- The Council will serve a six-year term as mandated by law
- The Council of the Republic will execute its constitutional responsibilities across Tunisia's sovereign domains, encompassing: preparation for international financial supervision, counter-terrorism and anti-money laundering initiatives, safeguarding institutional continuity of government, political system reform, reinforcing constitutional and legal frameworks for border security, national security, cybersecurity and defense establishments in alignment with fundamental republican principles, strengthening judicial independence and human rights protections, and developing Tunisia's trade and diplomatic relationships in accordance with the constitutional foundations of the Tunisian Republic and the July 25, 1957 Declaration
- The Council will submit periodical reports to Tunisia's current Parliament and to any future parliament elected between July 25, 2025 and July 25, 2031
- As stipulated in Article 4 of the law: "This institution shall operate independently of any presidential or supervisory control. It shall not take instructions from any authority. All external interference in their operations is strictly prohibited."
- The Third Republic Party's administrative body under license 1756540G will handle the operational duties outlined in Chapter Two of law 47/2018, with the party headquartered at 23 Ahmed Rami Street, 1002 Tunis TUNISIA serving as the transitional constitutional body's official seat until confirmation of the Council of The Republic Physical Headquarters
- The Council will establish legal liaison offices in Brussels, Washington, and Riyadh to facilitate international cooperation in counter-terrorism and anti-money laundering efforts and to conduct proper international relations
- Full statutory transparency will be maintained through the publication of all funding sources, decisions, and proceedings on the Council's official website
- The consultation and selection process for Council of the Republic members commences immediately, with appointments designed to advance Tunisia's supreme national interests, safeguard the welfare of the Tunisian people, and foster regional stability and peace
- The Director of National Security is hereby charged with securing the Council's headquarters effective immediately

Transitional Administrative functions are fulfilled through the Third Republic Party (license no.1756540G ) and its U.S.-registered affiliate, the Center for Strategic Studies on Tunisia (CSST), a 501(c)(4) entity in good standing.
